As promised, CMS posted the DRAFT MDS 3.0 v1.17 Item Sets late in the day on January 3, 2019. (If MDS runs in your blood too, you’ve been watching for this as well!) This information can be found at:

I recommend
you start with a review of the Item Changes (also a DRAFT) document for
v1.17. You’ll see the changed/new items
in this document.
You’ll note that there are a couple of new Item Sets – IPA and OSA. The
former is the Interim Payment Assessment; the latter is the Optional State
Assessment (an option for Medicaid case-mix states). CMS is retiring eight (8) Item Sets – NO/SO,
NOD. NS/SS, NSD, SOD and SSD effective 10/1/2019. Remember, October 1, 2019 sees the retirement
of the current RUG reimbursement and the “birth” of the PDPM reimbursement
system for SNF PPS. The changes on the
v1.17 Item Sets reveal the items that will be used (and not used) for PDPM
reimbursement.
I’m just starting to look closely at the changes. I’ve already spotted
new item A0300 to designate Optional State Assessment, changes to A0310B, J2100
+ a full page of Surgical Procedures, O0425, O0430, V0100B changes and the
changes in Z0100 – Z0300. Watch

work with/digest the changes.
Nothing is posted
on the website for the RAI Manual as of this point in time but that could
change as time goes on. During the
November 2018 SNF/LTC Open Door Forum, CMS announced that they would be posting
the DRAFT MDS 3.0 Item Sets as well as the DRAFT RAI User’s Manual in
January. I’ll keep watching for the
posting of the DRAFT RAI User’s Manual and will let you know when it’s
available for review.
